An application from Vivian Rotan Greene, requesting a 1 year grant towards sudying the special education of Negro youth provided by the Southern states while studying at Wayne University, Detroit keeping in mind the then present status of special education for Negroes, types of handicaps prevalent, possibility of extending the program by use of Federal and increased State funds, and the possibility of extending program beyond the state residential schools for Negroes. This application was submitted in 1939, and the chosen field is Special Education of Negro Youth.
