An application from Ralph Arloe Phelps, Jr. for a fellowship in Education. Mr. Phelps was a Graduate student at Southwestern Baptist Theological Seminary and a Pastor of First Baptist Church, Plano, Texas at the time of this application. His plan of work was to do a survey and analytical evaluation of the struggle for public higher education for Negroes in Texas. The grant was sought from June 1948 through June 1949 . The training in Social Ethics would be done under the supervision of Dr. T.B. Maston at Southwestern Baptist Theological Seminary.
