A letter of correspondence from Joseph N. Ulman to Mr. George M. Reynolds written on January 15, 1940. Judge Ulman mentioned that he wrote on Floarda Hughes Howards behest regarding his application. He had already encountered Dr. Howard and his wife prior to this letter, and he described Dr. Howard as one qualified both professionally and personally. Judge Ulman mentioned that he would enclose a letter he receieved from Dr. Howard. Also included with this letter is another from Dr. Howard to Judge Ulman. Dr. Howard outlined his professional experience and why he needed this fellowship.
