A digest of Charles Francis Gibsons application and a statement of his plan of work. Dr. Gibson described that sanitorium care for Negro mental cases was inadequate at the time, so he wanted to establish a Negro sanitorium for nervous and mental diseases in or near one of the larger centers of Negro population. Also included with these documents is a compiled list of references (from Lawrence A. Oxley, Dr. Ben Karpman, Dr. T. Edward Jones) and official transcript of the record of Dr. Gibson printed on February 26, 1937 and signed by J.D. Wilkinson.
