A letter of correspondence from M.O. Bousfield to Ms. Lazarenah Miller Payne written on July 30, 1940. Mr. Bousfield apologized for not seeing Ms. Payne while in Washington, so he suggested Ms. Payne wrote to Dr. Hubley R. Owen, Director of Department of Pulic Health, Philadelphia. Through this, she could foward her qualifications and make an application for a position at a new health center.
