The documents contain fellowship applications from Wilson Elbe Williams for 1942 and 1946. In 1942, the applicant requested a one-year grant to work toward a Ph. D. under Dr. Joy W. Leonard at the University of Southern California, beginning in June. The plan of work was to Analysis of the personnel policies of American business and industry, as an aspect of technological change, with respect to Negro labor, after which would not return to present position as a Junior Statistical Clerk, but seek training for a position in college teaching. Also contained in the document is the 1946 application for a school year grant, 1946 to 1947, to complete requirements for Ph . D. in economics and complete a dissertation on manufacturing employment levels for Negroes in California as opposed to Mexicans and other minorities, at the University of Southern California under the supervision of the head of the economics department. Included are three handwritten notes, evaluating the applicant the applications.
