The plan of work was to make a study of the vocational and educational rehabilitation of the physically handicapped Negro in the United States - based on a survey of the 51 Offices of Rehabilitation in the United States [including Atlanta, Hawaii, and Puerto Rico - and to obtain a Ph.D. degree at the University of Southern California under the supervision of Dr. D.W.
