An application from Estella Harris Scott, requesting a grant beginning September 1940 towards experimental application of sociological fact and method to the development of a social work program with Negroes in a so-called problem area, and to obtain a Ph.D. degree at the University of Pennsylvania and Pennsylvania School of Social Work under Dr. Donald Young. Ms. Scott reapplied for another grant beginning June 1942 towards working out procedures and meaningful materials for the constructive development of a socially and cultural backward Negro community of the urban South. These applications were submitted in 1940 and 1941, and the chosen field is Sociology. Included is a memorandum summarizing the grants awarded to Ms. Scott across 1940, 1942, and 1942, as well as a record of professional career and a handwritten note: Top scholar. Excellent record in practical work. Her outline seems to me unduly long winded. But testimonials are so high that I am greatly impressed.
