The plan of work was to study Audio and Radio Frequency Engineering, Applied Mathematics, and Mathematical Physics, and to obtain a Master of Science degree in Electrical Engineering at New York University under the supervision of Professor Walker. This application was submitted in 1945, and the chosen field is Electrical Engineering. Included is a memorandum summarizing the grant awarded to Mr. Payne in 1945, as well as a handwritten note: Very good testimony. But I can't see that he is the tops required [illegible].
