The plan of work was to make a study of the poll tax in the United States as an instrument of political control, and later a study of Farm Marketing Quota Referenda [originally The Negro in Politics, 1920-1940]. This was to be done while working toward a Ph.D. in Political Economy and Government at the University of Chicago. These applications were submitted in 1939 and 1941, and the chosen field is Political Science.
