An application from Charles Philip Butcher, requesting a grant for 1947 to write a novel concerning the Negro in Washington D.C. during the years immediately preceding America's entry into World War II, and to obtain a Ph.D. degree at the University of Columbia under Professor E.H. Wright. Mr. Butcher reapplied for another grant for 1948. Included is a handwritten note.
