The plan of work was to determine conditions under which American soverignity over the Philippines should be terminated and to obtain a Ph.D. degree at the University of Michigan under J.R. Hayden. Included is a memorandum summarizing the grant awarded to Mr. Boyd in 1942, as well as handwritten notes.
