The plan of work was to study the life histores of certain forage fishes common in the streams of Arkansas, while obtaining a Ph.D. at the University of Michigan. This application was submitted in 1938, and the chosen field is Zoology. Also included is a memorandum summarizing the grants awarded to Mr. Black across 1938 and 1939, as well as his publications and a handwritten note: "Good sound man on project of great practical and scientific interest [illegible]".
