Reynolds concerning the Committee's plan for an experimental scholarship that would enable seniors in selected Negro Colleges to continue their education without interruption, in addition to an inquiry into West Virginia State College's interest in participating in the experiment and having the institute appoint someone to be responsible for the experiment at their institution.
